The training aims to improve the capacity of the trainees from developing countries in marine science and technology, familiarize them with basic knowledge of deep-sea resource exploration and development, international deep-sea laws and policies, deep-sea environment and ecosystem, deep-sea technology and equipment and operational norms, help improve their practical skills in deep-sea resources survey and deep-sea equipment application, and lay a foundation for further scientific research, technological development and application related to the exploration and development of deep-sea resources.

Chu Fengyou
Second Institute of Oceanography, Ministry of Natural Resources

He received the Ph.D. degree in genesis mineralogy from China University of Geosciences, Beijing, China, in 1992.

From 1992 to 1998, he did postdoctoral research at the Institute of Oceanography, Chinese Academy of Sciences and the University of Tokyo.

He has been engaged in mineral deposits research in the Key Laboratory of Submarine Geosciences, Second Institute of Oceanography, Ministry of Natural Resources.

His research interests focus on seafloor mineral resources exploration and mineralization systems, and he has made important achievements in the research fields of PMN, CFC and PMS, published more than 80 papers and won 5 provincial and ministerial awards.

Tao Chunhui
Second Institute of Oceanography, Ministry of Natural Resources

He is professor of Shenzhen Graduate School of Tsinghua University. He has won the titles of the "Eleventh Five-Year Plan" of China Oceanic Ridge Hydrothermal Sulfide Resources Investigation and Evaluation Sub-project. He was the technical expert in charge of the exploration of the "Tenth Five-Year Plan" of the ocean, and has been the chief scientist of the integrated oceanic sea trial for long. During the 19th and 20th China Ocean Expedition, he was the chief scientist and led the oceanographic expedition to discover 6 hydrothermal activity zones on the seafloor.

He has been engaged in the investigation and research of seafloor hydrothermal activities and polymetallic sulfide resources at mid-ocean ridges. He has discovered 19 hydrothermal zones at three major mid-ocean ridges in the world, achieving a breakthrough. Tao developed the first "multi-frequency seafloor acoustic in-situ testing system" in China, established a multi-parameter forward and inverse model, and solved the technical bottleneck of bottom acoustics. He has also developed the online "portable red tide and fishing environment monitoring system", which promoted the offshore environmental protection in Zhejiang Province. He has contributed to the assignment of world's first sulphide mining contract in the southwest Indian Ocean for China, and safeguarded China's rights and interests in the international seabed.

He Gaowen
Guangzhou Marine Geological Survey


He Gaowen, doctor, professor level engineer and deputy chief engineer of Guangzhou Marine Geological Survey, has successively participated in ocean scientific investigation in the Pacific Ocean for many times, presided over and completed more than 10 national special scientific research projects.

He has won the special prize of Marine Engineering Science and Technology Award, the first prize of Marine Science and Technology Award, the second prize of Marine Innovation Achievement Award, the second prize of Land and Resources Science and Technology Award and other awards, and has won the title of the "Top Ten Most Beautiful Geologists" in the national geological exploration industry, the "Outstanding Contribution Award" of China Ocean Association as well;

He was selected as a young and middle-aged scientific and technological innovation leader of the Ministry of science and technology, a high-level scientific and technological innovation talent echelon of the Ministry of natural resources, and a backbone member of the "Application Working Group for Crusted Mining Areas" of COMRA.

Jiang Xunxiong
BGRIMM Technology Group



Mr. Jiang Xun-xiong, Professor, Metallurgical Engineer. He has worked in BGRIMM Technology Group, engaged in the technical development and engineering design of metallurgy and comprehensive utilization of nonferrous metals for more than 30 years, including copper, nickel, cobalt, manganese, zinc, vanadium, titanium, rare metals , et al.

He has long been engaged in research on processing and comprehensive utilization of marine minerals such as PMN, CFC and PMS. He developed deep-sea mineral processing techniques such as reductive ammonia leaching and solid metallization reduction.

Liu Shaojun
Central South University of China



Liu Shaojun is a doctor of Engineering jointly trained by Central South University and Nagoya University, Japan, Professor and Doctoral Supervisor of School of Mechanical and Electrical Engineering of Central South University, and Vice President of Shenzhen Research Institute of Central South University.

Mr. Liu is also the chief scientist of the "10th Five Year Plan" deep sea technology development project of the China Oceania Association and the chief expert of major projects of the National Social Science Foundation.

At present, he is mainly engaged in the research of deep-sea resource exploration and mining technology, equipment and electromechanical control system. He has presided over more than 20 national science and technology projects, and has won 5 national, provincial and ministerial science and technology awards, published more than 100 papers in academic journals at home and abroad as well.

Wang Chunsheng
Second Institute of Oceanography, Ministry of Natural Resources

Wang Chunsheng is a researcher of the Second Institute of Oceanography, Ministry of Natural Resources. His main research directions are environmental research and evaluation of exploration area. He has successively presided over more than 20 national, provincial and ministerial level projects; He has published more than 150 papers in international journals and 2 Monographs; He discovered three new genera and more than 50 new species of marine life, which contributed to the "Western Pacific Seamount Area Environmental Management Plan" of the International Seabed Authority.

He has won the first prize of "Ocean Engineering Science and Technology Award" and the first prize and the second prize of "Ocean Innovation Achievement Award" respectively. He has won the titles of "National Excellent Scientific and Technological Workers", "Advanced Individual of Jiaolong Manned Submersible Experimental Application Voyage", and "Top Ten Excellent Scientific and Technological Workers" in Zhejiang Province as well.

Xue Guifang
KoGuan Law School, Shanghai Jiao Tong University


Dr. XUE Guifang(Julia)is distinguished Professor of international law at KoGuan Law School, Shanghai Jiao Tong University. She serves as Director to the Center for Polar and Deep Ocean Development and Center for the Rule of Ocean Law Studies, SJTU. In addition to the day-to-day institutional function and responsibilities for funding management and project operation, she has research interests in the law of the sea in general, issues relating to the United Nations Convention on the Law of the Sea and state practice in particular.

She chairs commissioned projects for drafting up and revising national laws and regulations for conservation of marine living resources and protection of marine environment, and provides consultancy on policy-making and practical issues to ocean-related agencies. She involves actively in academic activities by providing platform for national and international symposiums and conferences on law of the sea topics, polar issues and deep seabed mining law and policy. She participated in international forums and committees as professional adviser and executive member. She resides the seat on behalf of her institute in the International Seabed Authority as an observer, and contributes to the advancement of China’s participation of global governance in maritime domain. She has published widely on relevant issues.

Pan Xinchun
China Oceanic Development Foundation


Pan Xinchun, is the Vice President and Secretary-General of China Oceanic Develpment Foundation(CODF) and the president of Marine Spatial Planning Academy of CODF.

Mr. Pan has long been engaged in the studies on policies, laws, planning, zoning, ecology, systems and standards in state organs. He has participated in the drafting of the "Law of the People's Republic of China on the Administration of the Use of Sea Areas" and relevant systems. He also organised the drafting of the documents on reclamation management, shoreline protection and paid use of sea areas for the Central Comprehensive Deepening Reform Committee and facilitated their implementation.

Mr. Pan used to work as the Director General of the Integrated Marine Management Department of State Oceanic Administration(SOA), Director General of the Consultation Center of SOA, Deputy Director General of Hainan Provincial Department of Oceans and Fisheries, and Secretary General of Chnia Association of Oceanic Engineering, etc.
